If I just want a PET falcon, not for hunting purposes whatsoever, can i do this without an apprenticeship?

I want a falcon, but I dont want to have to go through a two year apprenticeship for one. Is there a way I could just have a pet falcon? If not, what birds would be a good pet? I dont want a parrot or parakeets, those things are annoying as hell.
