Getting hunting license?

i live in california and a friend got his hunting license without a hunters safety certificate. how he gave old license number instead of a hunter certificate number. now in california shops that sell licenses have a computer linked to the fish and game. how is this possible? what a waste of money for computer installed. note computers are only for purchasing hunting and fishing licenses. in california age does not matter you have to take hunter safety course to hunt.
