Can someone clarify this picture for me? (Constitutional Rights type of image)?

We have the Statue of Liberty, (give us your tired, your poor...) on one side and Justice on the other with Uncle Sam struggling to keep them balanced. Seems like a cartoon about balancing our desire to give immigrants a fresh start and the current laws of the land.
